Take a timer and only stay out for 2 minutes. If she does not go, take her inside and in her crate for 15 minutes (you may need to have no bedding in the crate for a while). Then take her out again for 2 minutes, etc. Repeat, repeat, repeat until she goes (and she will eventually though the first time it may seem like forever). Food and praise when she does go!

Even very young dogs will begin to express power via this type of behavior. They will pee inside no matter how much you take them out. Unresolved power contaminates all behaviors, interactions and situations. How does he react on the leash as you are directing him around. When you do this your mind needs to be within an authoritative state (demand and not aggression) I have seen many puppies go into a very high challenge state. This type of interaction exposes power. I have written a very detailed articles regarding this dominance issue. Follow this link. http://dmdt.bb4free.com/ You need to actually align and challenge to shift power over time. These type of behavior issues diminish as a result. I show owners how to create follower conditional states. Understanding the psychological dynamic and how it links to the physical is very important.
