Is there any way to stop this behavior other than placing newspaper (which he paws away), going back in to clean it before leaving again (only to have him do it again? When I'm at home, he doesn't pee or poo in the house anymore but even if I walk him (and he pees on the walk) and come home and leave right away, he still will pee and scratch at the door.

It sounds like your pup has separation anxiety. It isnt a bad thing it just means your pup likes you and so likes having you around 24/7. as for the solution ,get him a crate and put him in it when you leave. A good crate should be big enough for your dog to stand up and turn around in(tho if your dog is a young pup I'd get a larger crate than that to accomodate his growing).

I think a positive introduction of a nice safe place like a crate would be a wonderful solution.
